That is the type of thing that changes meaning and perpetuates the public impression of "media bias." 19 percent of loans that entered repayment in 1995 (a particularly bad year) have defaulted, and that is what the article said. Looking at all the loans that have entered repayment since 1995, the percentage is very low.
