From the official statement:
The changes to AP's rate structure were not as substantial as we were led to believe or that we need to maintain our service. Given the choice of maintaining our staff or AP's service, it's in the best interests of our operation to maintain our local reporting staff. The Dispatch also requested that the AP "immediately cease transmitting any content generated by The Dispatch that is enterprise in nature." The paper's contract with the AP required The Dispatch to make "spontaneous news" available to the AP. However, the contract did not cover "enterprise, investigative and feature content."
